JUNE 11, 2022
See the Alaska Division of Elections Website for more info!
Please note the dates/schedule from the Press Briefing on the Alaska Division of Elections Website
“To fill a vacancy, the State must hold two special elections—a special primary and a special (general) election.”
“The candidate elected will serve the remainder of the unexpired term. AS 15.40.170. If the special primary is held on June 11, then the special (general) election will fall on August 16, the date of the regular primary. The special (general) election and the regular primary would then show up on the same ballot.”
This means is on August 16th, 2022 we would not only elect a new U.S Representative to finish out the current term ending in December 2022, we’d also be casting votes for the regular Primary Election to determine the 4 candidates that we will see on the November 8, 2022 General Election ballot. The winner of the November 8 General Election would then serve a full 2 year term beginning January 2023.
“A new Congress begins at noon January 3 of each odd-numbered year following a general election, unless it designates a different day by law. A Congress lasts for two years, with each year constituting a separate session. A congressional calendar is an agenda or list of business awaiting possible action by the House or Senate.” – https://www.house.gov/legislative-activity/2022-04-01
Here is the Candidate Survey that was sent to all 2022 Special Election candidates who we have been able to contact for the Alaska seat for the U.S. House of Representatives.

Bye, Chris | Support | Support | No Answer | Support | Support | Support | Support | Support | Support | Oppose | Placing our faith in a bureaucracy to attain safety and individual security is folly. The govt rarely gets anything right the first time. Add in the unintended consequences and the exponential price tag, I am extremely reluctant to support regulations that cost money or impose additional requirements on businesses and individuals. Preferring industry receives the positive or negative inputs from the free market, state and below governing body pressures. Added comments per question: #3 "Relying on any Federal program to be all encompassing is folly." #10 Opposed "unless local citizens support it." | Yes | Yes |

Carle, Arlene | No Answer | No Answer | No Answer | No Answer | No Answer | No Answer | No Answer | No Answer | No Answer | No Answer | Your questions offer only two options – support or oppose. Sometimes, the true answer is, “that depends “. As a legislator, I would consider, with an open mind, all legislation that came before me with an eye to whether additional legislation is the proper venue to address a problem. As a citizen, I believe it is in our best interest to have fewer laws, and the laws we do have enforced. There are limits to government – although you would hardly know it by what goes on in Washington DC – but costs to do some of what you suggest come from taxes paid by workers. I believe those dollars would best benefit the wage earner rather than go to establish and support another government bureaucracy. So, my answer to most of your questions is, “that depends “. | Yes | Yes |

Constant, Christopher S. | Support | Support | Support | Support | Support | Support | Support | Support | Support | Support | I strongly support a person's right to enjoyment of riding a motorcycle as they want. I have owned a bike of my own before. I strongly support rider education programs. I certainly need more education on these matters as this is a fairly detailed survey and suggests to me that there is a great deal going on here that I could have a better understanding of. | Yes | Yes |

Gross, Al | Support | Support | Support | Support | Support | Support | Support | Support | Support | Support | I’m Al Gross and I had my first motorcycle when I was 14. It was a Yamaha 125cc Enduro and I loved that bike. Later, I had a Kawasaki 750cc CSR and rode across the country with it. I am a strong supporter of everyone who rides and will stand up and fight for your rights and for your freedoms. | Yes | Yes |

Heintz, Ted S. | Support | Support | Support | Support | Support | Support | Support | Support | Support | Support | 1. Support. HELL YES riding is about freedom, profiling? not so much! RIDING=FREEDOM PROFILING<>FREEDOM 2. Neither support nor oppose. I don't want to force it by law at this stage. Encourage yes, force, no. 3. Support. Encouraging motorcycles, and other inferior 2 wheeled vehicles like scooters and e-bikes, can help with traffic crowding, parking, and more, plus enhancing safety is good for everybody. 4. Oppose. I am against all forms of ethanol fuels. There are better answers to fuel issues than using precious arable farm land to grow fuel instead of food! 5. Support. Competition drives innovation. Sometimes you have to make a small sacrifice (emissions controls on competition vehicles) to make a bigger gain (new discoveries from competition). 6. Support. STRONGLY An ounce of prevention is worth a pound of cure. 7. Support. It is silly that they are so far behind. Their unnecessary and outdated rules restrict innovation and safety too, if you consider 3 wheels as safer. 8. Support. In a related vein I also support right to repair. 9. Support. I'm also against seat belt and helmet laws. If I'm not hurting anybody else, what's their problem? Making individual choices that might be different from others is called freedom! 10. Support. It would be even better if we could find a way to reduce the bureaucracy by having the states simply withhold that money instead of sending it to the Feds then getting it back. Please see my noted int her email for details RE survey questions. I ma a strict constitutionalist who, being a veteran (ARMY) has already taken an oath to protect it. Less government = better government. Freedom ismore important than an illusion of safety. Our automotive culture has at its very core the essence of freedom. Motorcycles are an integral part of that. Firearms are also a part of that essence of freedom. I feel much stronger about firearms freedoms to be honest. Use your minds! Vote for Heintz! I'm still against all forms of ethanol fuel. I am open to other bio fuels such as bio diesel made from waste for example. I'm just not willing to waste precious farmland on ethanol. People gotta be able to afford to eat and ethanol drives food prices up, plus it's generally a crap-tastic fuel. | Yes | Yes |

Pellegrini, Silvio E. | No Answer | No Answer | No Answer | No Answer | No Answer | No Answer | No Answer | No Answer | No Answer | No Answer | Please note that some of the questions will require additional research and advisement from parent agency, community, and subject experts such as yourself, where your voice will be heard. We need assertive people like yourself to lead communities of interest, where concerns and solutions may be brought to the forefront. 1. I support all efforts to better train, equip, and guide our law enforcement to carry out their duties effectively that do not infringe on the constitutional rights of our citizens or their safety. 2. I support all efforts to ensure the new wave of autonomous vehicles are best equipped for real- world traffic, including, but not limited to motorcyclists, pedestrians, bicyclists, and wildlife. 3. I support all efforts to include motorcycles in the planning and integration of the national transportation system programs. 4. I support all efforts to maintain lower costs of fuel through competitive markets, such as the usage of E10 fuels. 5. I support all efforts to fund and direct the EPA to conduct a review of the Clean Air Act (Amended 1990) with regards to vehicles used solely for competition, and report to Congress requirements and impact to empower the expanded consideration of Air Emissions Controls. 6. I support all efforts to ensure federal agencies emphasize "accident avoidance" vice "safer crashing" in their research and training. 7. I support all efforts to effectively and accurately define motorcycles to meet their evolving forms and functions. 8. I support all efforts to give agency of one's personal data, to the individual, unless forfeited, leased, licensed, or otherwise consented to on an "opt-in" basis. 9. I support all efforts to ensure States' rights are not infringed upon by the Federal Government, as provided by the 10th Amendment. 10. I support all efforts to ensure States are provided Federal funding for Federal requirements, such as motorcycle rider training, automobile driver education, awareness, and licensing enforcement for federal regulations. “Why should the Alaska Motorcycle Community support me?” Simple, don’t! I have not earned your support yet and would never ask you, ABATE of Alaska, or the community to do so blindly. I would like to set up a time to know and discuss the finer points of these ten questions, these issues, and the people involved – such as yourself. I am and will forever be in a great debt of gratitude for your time. Feel free to contact me via email at rep.silvio.pellegrini@gmail.com. | Yes | Yes |

Woodward, Jo | Oppose | Oppose | Support | Oppose | Support | Support | Oppose | Oppose | Support | Oppose | When answering the above questionaire it is impossible for you to understanding my oppose or support w/out further explanation. For instance I'd never agree for particualr recorded matter become the sole property of the vehicle's owner. The said recording could be used, sold etc. wrongfully. It would be an unfair trade practice for any mfg. to be ask to reveal their manufacturing motorcycle/vehicle blueprints. I am AGAINST LOUD MUFFLERS, vehicles or motorcycles. Alaska is wilderness; A WILDERNESS state and the noise not only is a nuisance to the people but to the wildlife. The muffler exhaust consitutes pollution in noise and air pollution. On those grounds if you are the Angels or any other group who is brothers to the destroyer I ask you ride together elsewhere outside of Alaska. Alaska is an earthquake state. Many occur throughout Alaska daily. On those grounds alone I would hope no motorcyclist would ever ride w/out safety protection e.g. helmet, leg coverings, gloves, etc. But I support each US state making their own laws regarding the decision being the riders. Again, if the motorcyclist travels they are to honor the state laws in which they ride e.g.recognizing helment laws, etc. I'd never agree to have a child ride w/out wearing protective gear/helmets, etc. If any motorcyclist is caught carrying illegal drugs I'd hope the courts would use that person as an example by not allowing the criminal to ever ride a motorcycle again or at not for several years or longer. I am really sweet when it comes to illegal drugs, if I have the power to be. I'd hope you would vote for me because: I do not support Pebbles Mining ... I hate drugs, I hate pollution, I hate filth, I hate oppresion, I hate children being neglected and unpaid child support! I am for Alaska...Alaska's safety, Alaska's people (ALL ages), Alaska's wildlife, Alaska's environment, Alaska's natural resources, Alaska's economy, Alaska's waterways, lands and airspace. If you are in Alaska legally you are my family, my friend. And every military troop my siblings. ... .Dave "Big Dave Grizzly" Monroe, I hope I have thoroughly answered your survey. Thank you for extending me this opportunity to express my views on motorcyle subject matters and being introduced. Either/or I ask in good faith you not alter my answers. Thank you again. Safe travels on each biking journey. ... Jo Woodward- (Alaska's Motto) "NORTH TO THE FUTURE" I am campaigning for Alaska's VISIONS-CHANGES. ... | Yes | Yes |
